Tiny Houses, Safe Parking for Homeless Considered For Pacific Palisades Beach

L A city councilman Mike Bonin is proposing the addition of tiny houses as temporary housing for homeless persons at the huge state-owned parking lot at Pacific Palisades, just east of Malibu.

The Westside councilman is also proposing that the city of LA study a “safe parking lot,” where persons living in their cars, vans or campers could spend the night under controlled, security conditions at the same stretch of beach, just east of Malibu.

In Malibu, a similar trial balloon for safe parking at Zuma Beach was shot down by resident opposition, and the discovery that it would require a zoning code amendment. An earlier safe parking lot proposal for Dan Blocker Beach, near Latigo Cove, was rejected by the city council.

Bonin on Monday proposed a wide range of homeless housing, or supervised overnight camping, at numerous locations across his district, as the region sees a homeless problem of enormous proportions.

Addressing our homelessness crisis requires a wide range of solutions, applied urgently, and simultaneously, targeting different populations and focusing a variety of resources, across the City of Los Angeles,” Bonin said in a proposed motion posted Monday.

The motion, co-authored with city council member Mark Ridley-Thomas, calls for the city to study “a temporary site for single-occupancy tiny homes or safe camping at the county-owned parking lot at Will Rogers State Beach, 17000 California 1 in Pacific Palisades.”

A similar study would be undertaken for a lot at Fishermans Village on Fiji Way in Marina del Rey, as well as both the county RV campground and day use parking lot 3 at Dockweiler State Beach, near LAX.

Bonin also proposes safe parking lots at a private lot at 5000 Beethoven Avenue in Dei Rey, where a large tent encampment currently exists. Campgrounds for homeless persons would be studied for portions of Westchester Park and Mar Vista Park. while allowing for the resumption of park and public use of the rest of those parks.

And, Bonin wants to use land owned by Los Angeles World Airports for safe camping, safe parking, or tiny homes, if the FAA approves.
