Push Comes To Shove On Connecting Colony, Serra, Condos To Sewer Lines

The issue of sewage and how to deal with it in the Malibu Civic Center is still not settled …. and a public meeting tomorrow will reveal how the city and homeowners plan to deal with it.
Tomorrow at 6:30 … city staff will meet with residents of three neighborhoods to … as the city puts it … start a dialogue.
The issue: how much will it cost to hook into the new city sewer system … already functioning and serving the shopping centers and government buildings at the Civic Center.
The affected neighborhoods are beachfront houses at the Malibu Colony … the condos along Civic Center Way … and the pricey houses up in Serra Estates.
11 years ago … the Regional Water Quality Control Board ordered those houses to stop using their septic tanks by 2024.
The reason: they are flushing ammonia nitrogen and other crud into Malibu Lagoon and Surfrider Beach.
So says the water board …. the residents in Serra Estates disagree … and are trying to convince the Water Board that their spetic tanks are not part of the problem.
Meanwhile … the city is ordered by the water board to build the Phase 2 sewer by 2024.
If residents balk at the cost for Phase 2 … and refuse to join the sewer assessment district … they could face fines from the state …. and difficulty selling or mortgaging their homes.
The deadline for Serra Estates … Malibu Colony and the Covoc Cneter condos to stop using their septic systems is in six years.
But the city is running up against a tight deadline to tell the state if the Phase Two connections will be made.
The discussion begins at 6:30 tomorrow night at Malibu City Hall.
