Serra Estates, Malibu Colony, Civic Center Condos May Be At Odds Over Sewer Costs

How much will it cost homeowners in the Civic Center area to connect to the mandatory sewer???
Lots. But the answer to that dicey question continues to evolve.
Homeowners in the Sierra Estates … Malibu Colony and the Civic Center Way condominiums face a state water board order … stop using septic tanks by the end of 2024.
Those 445 homeowners have to pay for the $49 million sewage plant that the city is going to build.
Based on the phase 1 plant … already in operation … the city estimates that the owner of large estate would have to pay 228 thousand dollars to comply with the water board order.
The owner of a smaller house would have to pay 119 thousand dollars.
City Manager Reva Feldman hosted a stakeholders meting last night at Malibu City Hall.
One contentious issue yet to be resolved is how to split up the costs for laying new sewer lines.
Residents in the condominiums on Civic Center Way say they live across the street from the new sewage plant … and they contend should not have to pay to extend sewer lines several miles through Serra Estates.
Some homeowners in Sarah Estates say they want the sewer line costs spread over the entire assessment district.
One said it seems fair for the taxpayers citywide to pay for sewers in their neighborhood.
Negotiations are about to start between the various homeowners associations … and the city … over that issue.
Reva Feldman approached that touchy problem last night.

“I have approached the Regional Board and kind of planted the seed of the opportunity of having multiple assessment districts, and they didn’t say flat out no, so I am still holding that out that we could have multiple assessment districts so that we could get that accomplished.”
But carving out the condos or the Malibu Colony neighborhood form the large assessment district will cause costs in the spread-out Serra Estates to skyrocket.
