Yes … that was rain passing through at about 5:30 this morning.

Not much … less than a hundredth of an inch here at Trancas.

Just enough to make the weather gauge wet.

The clouds moved out by 6:30 … and it will be sunny cool and very windy today.

The National Weather Service says we will have westerly winds 15 to 25 mph with gusts from

to 40 miles per hour ..  early this afternoon … and they will persist into the evening before diminishing.

Active shooter drill.

That scary sounding training will be underway at Malibu High School today.

Two school administrators have been visiting every classroom at the school … giving age-appropriate lessons regarding Malibu High’s safety plans regarding active shooters.

Middle school students got the lesson in science class … high school kids in their history or

Freshman Seminar classes. 

School principal Chelli Nye says today will see a school wide drill …  all the way down to the 11 years olds in sixth grade.

First, teachers will again review procedures. 

Then, they will engage in a discussion about hiding and barricading in a room. 

Finally, the students will evacuate rooms to designated locations. 

While in a real situation, students will be leaving campus … she says … but today all students will stay on campus during our evacuation.

Says Doctor Nye: “ Although we hope that we never have to use these skills or knowledge, we feel it necessary to prepare.”

The federal government made scientific errors and failed to consult with local engineering experts … when it changed the flood maps along Malibu’s beaches.

That’s the contention of an engineering study prepared for the City of Malibu by a marine engineering firm … Moffat and Nichols. 

The nine page report is highly technical in nature … we have a link posted to it at the KBUU  Newswire.

The report has been prepared to challenge wave run-up models used by FEMA … the federal Emergency Management Agency … which shows wildly inconsistent wave dangers along the coast.

The city council will look at the study Monday …. and consider appealing the FEMA findings to the federal government.

The proposed wildlife bridge over the 101 freeway in Calabasas is one of two critical wildlife Core doors endorsed by the National Park Service and the nature Conservancy it a report issued yesterday.

Scientists at the two agencies and the University of California Davis say the 56 million dollar project is essential …

Without it … the mountain lions in the Santa Monica Mountains National Recreation Area above Malibu are doomed … according to the report.

Wildlife ecologist Seth Riley at the National Park Service says wildlife in the local mountains is essentially trapped on an island of habitat.

The overpass would allow two-way migration to increase gene flow for all aninmals in the local mountains … and specifically increase genetic diversity for mountain lions … Riley said.

Caltrans is studying an overpass abive the 101 Freeway at Liberty Canyon … and the National Wildlife Federation has raised 3 point 7 million dollars in donations so far.

The project may cost 60 million dollarts.

It’s at the same location where a mountain lion recently shocked researchers by crossing under the freeway … in a curving water-filled drainage culvert.

A previous year long study had turned up zero mountain lion crossings in the culvert.

Malibu’s city council will consider a dark skies ordinance next Monday night.

More than 20 years in the making … the rules would ban upward facing lights … string lights … and other landscaping lights that are severely affecting the formerly black velvet night skies above Malibu.

Only 20 years ago … the milky way and other celestial features would be visible many nights in Malibu.

Since then .. a proliferation of security lights … palm tree lights … and other lights have proliferated.

The new ordinance would have enforcement obstacles … with neighbors being required to call in complaints about offending lights.

No anonymous complaints … and the city would not have a roving lighting ordinance enforcement officers.

If it passes … effective immediately … outdoor lights would have to be dimmed and aimed downward.

It would regulates light trespass across property lines.

And it would ban outdoor lighting either at 11 p-m … when people go indoors for the night … or at the close of business … whichever is later.

Also on the Monday agenda …. 

The battle with MRCA over a park that has been plopped down in the middle of a private subdivision.

Residents of Sycamore Meadows … at the lower end of Escondido Canyon … have been sued for 15 million dollars each by the Mountains Recreation and Conservation Authority.

Sycamore Meadows has installed a small guard house … and hired a security guard.

Residents of the subdivision  have asked for city permission to install a gate at the entrance to the canyon.

That would block public access to a piece of land that the outside parks agency … without getting city or coastal commission permission … declared to be a park.

This so-called park is accessible by a private street … actually … a string of connected driveways … from P C H up the canyon.

That’s where the residents want to put a gate.

The language of the land deeds … cited in the M R C A lawsuit … specifically says that roads in the subdivision are … quote … private roads.

The City of Malibu has filed a notice of violation against the MRCA … for constructing park facilities in the canyon with first obtaining the exact same permit.
