In Sacramento … questions are being raised about that event attended by two Malibu city council members a couple of weeks ago …
This gathering of local government officials that some past attendees say is more booze-infused spring break party than public policy retreat.
The California Contract Cities Association convention was in the desert this spirng. This year’s was noteworthy for a 12:30 in the morning brawl between two city council members from the City of Commerce.
One of them got cold cocked.
Not at that late night fight … but at the conference … Malibu city council members Skylar Peak and Rick Mullen
The association represents the interests of cities like Malibu … which contract for services such as police, fire, trash collection and street maintenance.
They hold an annual conference … and past city council attendees from Malibu have described valuable lessons … contacts … and help for Malibu issues from other cities. .
But the A P quotes attendees who say the annual meeting in some cases is more frat party than government conference.
Attendees received a welcome bag with a bottle of wine, corkscrew and several tickets for free alcoholic drinks at conference-sponsored events.
Plus there are lots of hospitality suites with lobbyists from Southern California Gas and companies seeking municipal contracts.
Lots of hospitality suites with open bars.
The Associated Press interviewed five people who either attended this year or have gone before.
All described it as a gathering that is more social than business … where booze is prevalent..
One called it “spring break for city council members.”
The City of Malibu apparently picks up the tab for the soiree … 600 dollars per person for the seminar and a discounted $214 per night.
Again …. that story was reported by the Associated Press.

A Malibu VOP (Volunteer On Patrol) patrol officer located her rental car Saturday night.
Mark Russo spotted it parked on Pacific Coast Highway near Paradise Cove.
Jennifer Michelle Lorber … 30 … is still missing.
