=.  Local deputies are making plans in case any convicted murderers escape from the new prison being built above Malibu.

=. Free Zuma Beach will not be changed … not by the city … just wait for the ocean to do it.

=. Sheriff’s deputies say they cracked down last weekend on PCH traffic madness.

=.  Bu there was no discussion at all… about the takeover of PCH by minibikes from LA.

Editor’s note: We’ve been covering the suspicious death of the security guard at Trancas all day.  As of this writing – 7:20 pm Tuesday – details are still scant.  We will have a complete report tomorrow morning.

Sheriff’s Office Prepares Plans For Escape Or Disruption At New Malibu ‘Youth’ Prison

Local officials say they are preparing for the transformation of a reform high school in the mountains above Malibu … into what is in effect a medium security prison for young men accused of serious felony crimes … like murder.

Camp Kilpatrick … once a model camp for juvenile offenders to be counseled and trained and eduicatewd … us being converted into a prison for serious offenders … age 18 to 25 … as they serve out terms for serious violent crimes/

Last night … Malibu Lost Hills sheriff’s captain Joseph Fender said law enforcement is getting ready

“We have gotten ahold of the folks over at LA County Probation and are setting up some tours of the facility..

“We have already finished our event action plan, so just in case they have some sort of incident there, our action plan for our area of response is complete.

“Once the camp has been retrofitted and they decide to move or not move some of those individuals over (to Camp Kilpatrick) …  should something happen … God forbid … we are prepared to handle at the Sheriff’s Department to handle some sort of incident or escape from that facility.”

As we’ve reported … in a decision that blindsided western LA County … supervisor Sheila Kuehl  designated the Malibu area rehab center to be the prison camp.

At a meeting March 15th … Kuehl directly addressed Malibu’s objections.

“Kilpatrick is in my district. My Malibu council (is) being ginned up by the probation union to fear these young people and voted they don’t want them either. I love my city councils but I have said to them ‘I don’t care. You are wrong. You have been made fearful.’

“And I think that courage should be infectious to everybody to say ‘no’ to people that want to characterize these people as animals.”

The relocation of hard-core offenders … men convicted of murder while they were juveniles … is not a done deal. The environmental impact report is being written hurriedly … and Malibu residence will get to comment on that before the county board of supervisors make the final decision on turning camp Kirkpatrick into a high security prison.

Westward Beach Road May Get Resurfaced, But No Widening Or Walkway

Free Zuma lives.

The Malibu city council came up with a decision on what to do with Westward Beach Road.

Not much change.

Last night … the council unanimously voted to repair the road …but not change its footprint.

The decision is a victory for some residents who live along the road.

They opposed earlier plans … approved by the city council … to widen the road and add angled parking … a walkway … and a 3 foot sand wall. 

That project was ready to go out to bid when a man who lives across the street … Phillipe Browning … appealed it to the Coastal Commission.

That froze it.

Other residents also objected to plans for the makeover.

Last night … at the city council meeting …. Browning again opposed plans to widen the road one inch.

“What we had asked is show us traffic studies or injury reports or 911 issues in the last 4 to 5 years that would demonstrate the need this ‘crying need’ for the public safety at Westward Beach … which I happen to live very close to … we haven’t seen that.”

And Browning told the city Council that he’s perfectly willing to once again appeal the project to the California coastal commission… Tie it up for months or years… If he’s not satisfied that it’s really necessary. 

Public safety commissioners argued that the current road … jammed as it is with beachgoers waiting for free parking … is a public safety nightmare.

Fire trucks… Lifeguards… Sheriffs deputies cannot get through the thick traffic of tourists waiting for free parking places.

“Whoever said that we only have five or six days of gridlock a year there? We’ve already had five or six days of gridlock they’re already this year. I’ve seen it with my own eyes. That statement is incorrect. Westwood Beach Road’s first and foremost a public safety problem.”

Those that oppose any change do not grasp the enormity of the problem I’m busy days… Which is whenever the sun shines basically. There is no clear path for emergency vehicles or first responders or first responders.”

In the end … city council members unanimously agreed to kill any plans to widen the road or add a walkway.

At least for the time being.

Councilman Bruce Silverstein said the earlier project was a waste of money.

“This does seem like an example of a project from before… that all too often was driven by ‘we have funds available how can we use them’ … not ‘what do we need are there funds available?’ “

As for making changes for traffic safety … the council agreed that it can’t really decide ion there is a problem with our hard data.

Yesterday last night they also asked for the city public works director to determine… Using crash statistics or other public safety data… If there is a problem with people walking in the roadway.

Dark Skies Ordinance Delayed Again, But Light Is At End Of Tunnel

Yet another delay for the cities proposed dark skies ordinance. 

The ordinance was enacted eight years ago… Designed to reduce the amount of light pollution ruining what one’s worth once were velvety black skies over Malibu at night. 

Then City Council last night decided to send the ordinance back for a little bit of tightening… Particularly for gas stations. Cammi Winikoff has been fighting for the ordinance for years… and she supported the additional restrictions against the big blobs of white light caused by the gas stations in Malibu.

“if it is necessary to bring this to the planning commission I’d ask if this can be if this can be done in the next planning commission meeting and then come back to the council within the month of April so that this isn’t pushed out further than it needs to be.”

Winikoff endorsed the slight revisions… and the city Council voted to go along. 

The plan now is to have the ordinance kick in in October… more than eight years after it was enacted.

Malibu Country Inn Overhaul Denied

Also last night … the Malibu city council rejected a request by the owners of the Malibu Country Inn to remodel the aging hotel overlooking Zuma Beach.

The owners had wanted to correct numerous code violations and structural problems with the small hotel and restaurant.

Also … to correct several property line issues with the neighboring mobile home park.

But neighbors had expressed worries that loud wedding parties would create noise drifting up Zuma Canyon.

Rain Dampens Drought-Parched Bu, But Big Water Shortage On Horizon

Yesterday’s rain dropped one point 4 inches of rain here at Trancas.

About an inch and a half was the overall average in Malibu … 

Some pending open PCH … some rocks falling on canyon roads … a few cars with busted wheels.

The creeks are flowing.

But on a large scale … all that did was water the weeds and dampened the dust.

California is in year three of a mega drought. 

Yesterday…Gov. Gavin Newsom ordered local water suppliers statewide implement level 2 of their local customized water shortage contingency plans.

That means the local water districts will have to prepare for 20 percent less water.

The next step … a possible ban on watering decorative grasses at businesses and public properties.

The governor has previously called on all Californians to reduce their water use by 15 percent. 

But it’s not a mandate … and so far total savings have only hit 6 percent.

Numerous Arrests at Weekend DUI Checkpoint

Sheriffs deputies stopped traffic on Pacific Coast Highway last Saturday night… Another state funded DUI checkpoint.

As usual… This one was announced in advance… And it was on westbound PCH at Webb Way.

“We had two DUIs … four stopped for suspended license … 10 unlicensed and eight vehicle tows. 

“And we actually be able to get a gun off the streets too … an unregistered gun … so that’s a good thing for our residents and residents of LA county.”

Watter tolds the city counciL that a dozens of tickets were written last weekend on PCH … for speeding and loud exhaust systems.

But there was no follow up last night from the city council … on the second takeover of PCH during the day by minibike riders.

The little gas power bikes are not street legal … they are very loud … and dozens of them swarmed up PCH last weekend.

Running red lights… speeding … driving on the wring side of the road or on the shoulder.

Yet another form of lawless and dangerous behavior on PCH.

Stern Wants Malibu’s Nat Gas Storage Supply Reservoir Closed ASAP

The California Legislature may close down the methane storage area that supplies fuel to Malibu’s natural gas generators and water heaters.

The Aliso Canyon underground storage area … the Southern California Gas Company facility that catastrophically leaked 100 thousand tons of pollutant into the air in the north San Fernando Valley … making dozens of people sick.

State senator Henry Stern .. the Malibu native who also represents the Valley … has a bill to lock in 2027 as the closure date.

Aliso Canyon is viewed as critical by the California Public Utilities Commission … which recently allowed the Gas Company to expand the amount of methane that can be stored there.

In fact …. the CPUC wants to postpone the scheduled closure of Also Canyon by 8 years.

State officials say the storage facility is vital… to accept natural gas coming in from Texas and New Mexico and store it locally until the periods when local demand for electrical generation peaks.

Stern contends that the leaks at Aliso Canyon have had dire impacts on the climate.

He wants the facility to only be used as a last resort, while the process for closing it moves forward.
