A County Sheriff Alex Villanueva may have been undercut on the hiring of his close campaign aide … a sheriff’s deputy who had been fired by the county after evidence was presented that he beat up his girlfriend.

The newspaper has learned that L A County officials outside the department have ordered the deputy to turn in his badge and gun … and have taken him off the payroll.
Those officials ruled that because the decision to fire the deputy was upheld by the county personnel appeals board … not the sheriff … the sheriff does not the power to undo that decision.
The deputy … Caren Carl Mandoyan … was fired in 2016 by then then-Sheriff … Jim McDonnell.
A female deputy had alleged Mondoyan broken into her home … beat her up … and sent her harassing text messages.
The firing was upheld by a county appeals board, but Villanueva reinstated the deputy in his first weeks as sheriff after defeating McDonnell last fall.
But he was reinstated by the new sheriff … Villanueva … after Mandoyan served as a key campaign aide in the election.
Villanueva says the accusations against the deputy were bogus.
The board of supervisors has questions about that … and why a campaign aide fired for beating his domestic partner was reinstated after the election.
And now … a board employee has ordered the deputy fired.
That sets up a battle between the board of supervisors and the sheriff … who serves as the de facto police chief of the City of Malibu.
