A milestone tomorrow in downtown Malibu.

Santa Monica College will break ground on a 25 million dollar Malibu campus.

Demolition will begin shortly on a 50-year-old building … contaminated with mold and asbestos … that used to house in Los Angeles County sheriffs station … at the west end of the Malibu Civic Center.

That building also served for several years as Malibu City Hall.

In its place will be a sweeping … green roof building … to house a small branch of the community college … meeting rooms … and a new sheriffs substation.

The building was promised to Malibu more than a decade ago … when the Santa Monica College District needed malibu’s support for a bond issue … to rebuild the College campus in Santa Monica.

That complex was damaged in the 1994 Northridge earthquake.

Phase One of the City of Malibu sewage plant … the city council is poised to sign off on the work,

The City budgeted 21.7 million dollars for the sewage plant contract … the actual cost was 60 thousand dolalrs below that.

And the wastewater injection well project … was budgeted at 2.1 million dollars and came in almost a half million dollars below that.

Overall … installing the sewage mains and the pumping stations brought the total to abotu 60 million dollars … by far the biggest project ever built by the City of Malibu.

All this is for phase one of the sewage plant … which will cleanse wastewater coming from the shopping centers … Office buildings and municipal structures in the Civic Center area.

The big question still remains … phase 2.

The state water board has ordered homeowners in the Malibu colony and Sarah Estates area to hook into the sewer.

The new sewage plant is big enough to handle sewage from the nearby residences.

Their permits to use septic tanks will expire in 2022 … leaving questions about whether the properties can be mortgaged at time of sale … if their the homes are not connected to the sewage system.

But some homeowners are objecting to the cost.

Negotiations are going on behind closed doors on that.

Dedication of the sewage plant is scheduled for October Sixth.

California Gov. Jerry Brown has signed a bill that will allow Electric scooter riders to zip around without helmets… if they are adults.

The bill was pushed by Santa Monica based Bird …

It also allows cities to designate streets with 35 mile per hour speed limits to allow scooters to be used on them.

That would mean Pacific Coast Highway would still be off limits to electric scooters … although more and more of them are being seen on PCH.

The scooters themselves will still be limited to a statewide top speed of 15 miles per hour … meaning 35 mile an hour traffic we’ll be mixing with 15 mi./h scooters in places like Santa Monica and Los Angeles.

Malibu’s city council has asked for an ordinance to ban electric scooters citywide.

It is not clear if the new state law will preempt the city’s ability enact such an ordinance.

As for the end of helmet requirements … Emergency room physicians say they are seeing a rash of head concussions and broken skulls from scooter crashes.

But the Sacramento Republican who introduced the bill says … quote …  “For me, it all goes back to personal responsibility.”

California has a new law … declaring surfing to be the official California sport.

Malibu city council member Skylar Peake is asking for surfing to also be declared the official sport in Malibu.

KBUU radio went to the supermarket yesterday … to ask three random shoppers what they thought the official sport of Malibu should be.

The answers included …

Trying to get rid of ants.

Wishing it was still summer.

And the number one choice for an official Malibu sport …. 

Griping abut Pacific Coast Highway.
