Zuma Jay Backers Plan To Pack Council Chambers Monday

Backers of city councilman Jefferson Wagner plan to pack the Malibu City Hall Monday night … a demonstration of support for a man under investigation by county prosecutors.

“Zuma Jay” Wagner’s longtime house is outside city limits … it was raided last week by a team of investigators acting on felony search warrant.

Also raided was Wagner’s condominium inside city limits … and one of his businesses … Zuma Jay’s Surf Shop. 

Details of what led to the investigation remain sealed … as do the affidavits used by prosecutors to convince a judge to allow the raids.

Organizers are nearing 19 thousand dollars in the Go Fund Me drive help Wagner pay his legal defenses.

And charges are flying that Wagner was targeted because of his vote against City Manager Reva Feldman’s contract extension.

The search warrant was signed the morning before that vote.

The public integrity unit of the L-A County district attorney has had several city council members in other cities convicted of felony voter fraud or perjury in similar cases … where city council members in other cities had legal domicile outside the city in which they served as council members.

The elections code is straightforward …. it says a person’s domicile must be within the city limits to run for city council.

Only one domicile per person.

Quoting the elections code … “The domicile of a person is that place in which his or her habitation is fixed, wherein the person has the intention of remaining, and to which, whenever he or she is absent, the person has the intention of returning.
“At a given time, a person may have only one domicile.”
Although Wagner has also purchased a condo inside city limits as a second residence …. the election code specifically says that does not equal a domicile.

Of course, the actual evidence of whether Wagner violated the law is in the hands of the D-A … if that is even what this is all about.

The public does not know.

Nevertheless … Wagner is a beloved local figure … a spokesman for the Preserve Malibu movement … and we should note … a personal friend of this reporter.

And the D-A has not made any public comment whatsoever on why Wagner’s house was raided.

The city council meeting will be at 6:30 Monday … at Malibu City Hall.
