Malibu Optimistic Rehab Laws Can Be Changed

State laws are about to be changed to address the spread of rehabilitation centers in residential areas…. like Malibu.

City councilman Lou La Monte has been lobbying hard for the law change for several years.

“Last Friday, Reva and I went up to Sacramento, and we watched our bill, AB 3162, pass through the assembly 64-0 .

“It was an incredible victory in moving on to the Senate.

“I think we are going to pass the Senate, we had a meeting with the Senate Health (Committee) staff and I think we are going to be fine.”

The proposed law will not … however … address the egregious abuses in rehab centers that HBO’s John Oliver. brought to a national audience last week.

The legislative analyst in Sacramento save the current bill would affect the future distribution of legally licensed residential alcohol and drug abuse recovery or treatment facilities.

Currently operating centers … like Cliffside Malibu and Promises Malibu … would not have to vacate their premises.

It would require that all programs and services offered or provided by a treatment facility to be provided exclusively within the licensed facility … which under law could only have up to six patients.

A cluster of homes used for treatment centers would theoretically not be able to offer services for clients from one house in the house next door.

Exactly how that would be enforced … not very clear.

But the bill has been bitterly fought by the rehab industry … and has never made it this far at the state legislature.

It goes now to the Senate for action … then the governor.
