Santa Ana winds will arrive tonight in the Malibu area.
Peak winds will hit 30 miles an hour at some beaches … maybe up to 50 at the gustiest mountaintops.
Just when will they arrive???
In Malibu … at some point late tonight.
It’s only a 6 millibar pressure gradient … that is not very big as those things go.
Not a major blow … but put away the patio funriture.
The National Weather Serice says we will be just below the threshold for Red Flag Warnings.
Temperatures will be 10 to 15 degrees warmer … with highs above 90 in the mountains … will increase the wildfire danger.

Two local restaurants have been cited by LA County health for failing to comply with Covid 19 Health orders.
But overall compliance is above 85 percent in bars … complying with facemask orders and … now… vaccine proof requirements.
The Nicolas Eatery restaurant in eastern Malibu was cited.
So was the Canyon Club … a concert venue over the hill in Agoura Hills.
Both locations were apparently ordered to comply with the rules to remain open.
Generally … businesses are allowed to reopen after being cited … if they have a plan to comply with the rules.
And here in Malibu … the rules are you must have proof of vaccination to stay inside a business.
Nonvaccinated people are allowed to briefly enter a business to place an order … and pick up a product … but they must wear masks during those brief forays.
There are also restrictions on seating density.
A year ago … California was looking pretty good in the fight against Covid 19.
Then … two things happened.
The Delta variant … and winter.
A year ago today … California was at 6,200 new coronavirus cases a day.
One month later … 26,000 new cases a day.
By January … more than 45,000 new cases a day.
And in some parts of California … right now … it looks bad.
COVID-19 hospitalizations have risen significantly in the Inland Empire and Central Valley.
Also … parts of Orange County.
Hospitalizations are up by more than 20% in recent weeks in those areas.
Not coincidentally … vaccination rates are lower in those areas … where getting vaccinated is often viewed as a political vote on favor of big government.
Only six citations were issued to businesses including gyms, schools, and a restaurant for noncompliance with Health Officer Orders.
Yesterday … Public Health confirmed 11 new deaths and 1,174 new cases of COVID-19 countywide.
Threats to fire LAPD personnel if they don;t get vaccinated are largely working.
Three employees of LAPD are on leave for not getting vaccinated.
About 78% of Los Angeles police personnel have now received at least one COVID-19 vaccination dose.
The remaining objectors are getting notices that they must start paying for regular COVID-19 testing and be vaccinated by Dec. 18 … unless they receive a medical or religious exemption.
172 LAPD employees got their first dose just in the last week.
That contrasts greatly with the LA County sheriffs department … where Sheriff Alex Villanueva agrees with the civil liberties crowd and is not ordering his employees to be vaccinated.
The county Board of Supervisors has ordered all county personnel to be vaccinated if they want a county paycheck.
That has yet to come to a resolution.

LA County will no longer make prefilled sandbags available at beaches.
The idea was to prevent people from digging up beach sand … by providing pre-filled sandbags to residents seeking to build barriers against storms.
The prefilled bags may not be available at Zuma and other beaches anymore … but can still be picked up at county fire stations.
A Beaches and Harbors spokesperson is quoted by Spectrum One news as saying the county can no longer afford to give our beach sand away due to coastal erosion and climate change.
It’s not quite clear how that applies to Zuma Beach … where sand was often trucked in from inland sand quarries in the form of machine-filled sandbags.

Malibu appears to be in an official drought emergency as of yesterday.
The Metropolitan Water District serves as a wholesale water delivery agency for most of Southern California.
In Malibu … water comes from the state water project … up noprth … from the Sacramento River delta.
We also get water from the Colorado River via the Metropolitan Water District.
Both of those sources are literally running out of water.
Southern California on average gets about one-third of its water from Northern California via the state project.
Next year, we’ll be lucky to get a small fraction of that … a Met official said yesterday.
Colorado River deliveries may be cut … if this winter is another drought dud in the Rockies.

The City of Malibu must identify sites where up to 79 apartments or condos or other types of housing units could be located within city limits.
Like every city in the state … the city has to prove to the state that it has the zoning capacity for additional housing for people … particularly people with lower incomes.
The city has to look at every parcel in the city … and prove that it has the capacity to meet its goal.
In some cities … this is already political dynamite.
For example … Agoura Hills is proposing to allow apartments or condos to be built where two shopping centers sit on Kanan Road … the ralphs and Vons at Thousand Oaks Boulevard.
Many residents up there are very not happy with that possibility.
The law requirtes city land use plans and regulations provide adequate capacity to fully accommodate its housing allocation in each income category.
The city does not have to fund those units … just make room for them in the general plan.
And future accessory dwelling units… granny flats … can also satisfy a portion of the allocation based on permit trends and city ADU regulations.
Malibu has to show room for 79 new residences.
28 of them have to be set aside for very low income families.
The city Planning Commission will grapple with that … Monday night.

And as we’ve been telling you … tonight at 6 … the L A County Office of Education will hold another committee hearing on the proposed Malibu school divorce.
It wil be on the Zoom platform.
Malibu will get 45 minutes of public testimony time … each speaker will egta agrand total of 90 seconds before the mic will be cut.
It’s not clear exactly what the county will do tonight.
The committee has already voted to have its staff investigate whether Malibu satisfies all nine conditions set by state law to allow Malibu to form itds own school district.
As a Santa Monica newspaper reports it … district officials will tonight continue to urge the committee to deny Malibu’s petition.
They argue that a split would create an overwhelmingly white Malibu District and financially harm a stand-alone Santa Monica District.
