Zuma Beach Homeless Lot Dead On Arrival – Council Likely To Yank Agenda Item

As we reported last week … the city council was entertaining a proposal from L A County Supervisor Sheila Kuehl to build a fenced enclosure at Zuma Beach tower 14.
No exact plans have been shared with the public.
But Tower 14 is at the western end of Zuma Beach’s mile-long parking lot … the area between Guernsey Avenue and Trancas Creek.
Malibu’s mayor Karen Farrer and other city council members were deluged with e-mails over the weekend.
She has sent back letters to constituents … which include these statements … as voiced by a KBUU reporter.

“I just want to make sure that you know that we need to identify a safe parking area in the city of Malibu in order to get approval by the Coastal Commission for the Coastal Development Permit for the parking restrictions on PCH near Tuna Canyon or anywhere else on the highway.”
Karen Farrer’s letter … as voiced by a KBUU reporter,.
In other words … no safe parking area in Malibu …. no ban on campers on PCH in Malibu.
Farrer goes on to say:

“Supervisor Sheila Kuehl’s office and LA County Department of Beaches and Harbors have identified a small part of a lot near Tower 14 that can be fenced off to be used for a safe parking area at night only – 9 pm – 6 am. In order to park in the area at night, individuals will be required to register for County services and can only park in the lot overnight.
“They cannot remain in the lot during the day.
“The lot will be closed at night and a staff person from the service provider will be on site the entire time.”

The city is betting hope is that by establishing a safe and controlled lot we will help eliminate vehicles parking on PCH for days/weeks/months on end.
But for some reason … the city did not convince Beaches and Harbors that putting up fences on Zuma beach is a nonstarter … dead on arrival … amongst Malibu residents.
The public forums on the internet … loaded with some reasonable opposition.
Fences on the beach … in a parking lot used by M0alibu Makos … a popular summer surf camp.
A visual and physical barrier on the beach where hundreds of Malibu Park residents exit their neighborhoods … and get to see the ocean.
and the concept of urning loose a clutch of homeless persons with nowhere to go … every morning at 7 … across from a residential neighborhood … and three schools.
Not exactly thought out.
Public reaction … some polite … some not … can be summed up in four words.
What were you thinking???
